E2K10 – Unable to Launch Exchange 2010 EMC & EMS

encounter a funny issue that all 5 MY new setup Exchange 2010 MBX servers running on ESXi cannot launch EMC & EMS, but able to connect those MBX servers via SG server. the error is:

[<server name>] Connecting to remote server failed with the following error message : The WinRM client received an HTTP status code of 403 from the remote WS-Management service. For more information, see the about_Remote_Troubleshooting Help topic.
+ CategoryInfo : OpenError: (System.Manageme….RemoteRunspace:RemoteRunspace) [], PSRemotingTransportException
+ FullyQualifiedErrorId : PSSessionOpenFailed
Failed to connect to any Exchange Server in the current site.
Please enter the Server FQDN where you want to connect:

Suspect it is caused by the WinRM client instead of MBX server (PowerShell, etc).  Thanks for Jason’s efforts to find out this issue is caused by “WinHttp Proxy” setting.  After checking on 3 EV Apps running MY VM as well, it is noted that all MY VM image may have this “WinHttp Proxy” pre-configured. why ?

to fix this issue, just reset the proxy to the default one – direct.
